Finland Begins Investigating The Legality Of Loot Boxes

Joining the Netherlands and Belgium, Finland has opened its own investigation into the legality of loot boxes. Are they illegal? Are they lovely? Finland will find out!

As EA continues to defy Belgium over FIFA, and Overwatch, NBA 2K19, etc. find themselves subject to scrutiny, the fight over monetization is starting to heat up. And of course, CS:GO has a big role to play too.

A police inquiry was recently lodged with the police of the southwest Finland, targeting loot boxes. The case is yet only in preliminary investigation and the police still refuse to state the name of the game in question.

Earlier in August 2018 Finland Lottery Authority issued an opinion in which it talks about the position of the loot boxes for the first time for its legal status and seeks that loot boxes belong to Finland lottery law.

According to Finland Lottery Authority statement, the lottery authority considers that "certain features of a video game containing loot boxes seem to meet the lottery definition" and Valve’s CS:GO is mentioned in the statement.

Lotteries are seeking unlawful in Finland if it meets ALL these four conditions:

Loot boxes can be bought fully or partly with real money.
The player does not know what’s inside the box.
Loot Boxes may be exchanged for cash either by the publisher of a video game on their own or on third-party trading venues.
A video game publisher or other operator doesn’t have licence for running a lottery (which can be only acquired in Finland by RAY and charity lotteries).

According to the Finland Lottery Authority, video game loot boxes don’t need to be denied, but the features that are fulfilling the lottery law must be tackled.

"This is a general discussion of loot boxes and lottery law, as well as what elements should be in the loot box to make it a problem," says Senior Inspector Mikko Cantell of the Police Department.

To Warframe είναι ένα Free 2 Play παιχνίδι για PC/PS4/Xbox One και στις 20 Νοεμβρίου 2018 θα έρθει και το Switch (υπάρχει αντίστοιχο θέμα στο φόρουμ μας). Υπάρχει λοιπόν και το hard currency που λέγεται platinum που το αγοράζεις με αληθινά προφανώς χρήματα ώστε να έχει μία πηγή εσόδων το παιχνίδι και να επιβιώνουν οι devs.

ΟΜΩΣ οτιδήποτε αγοράζεις in game με platinum είναι από πριν γνωστό τι θα πάρεις, δεν σου δίνει κάτι τυχαίο. Τα πάντα που αφορούν τις επιδόσεις ή το περιεχόμενο από πλευράς χαρακτήρων, όπλων, κλπ είναι διαθέσιμο μέσα στο παιχνίδι και είναι γνωστό που και πως μπορείς με λίγη υπομονή και μέθοδο να το αποκτήσεις. Όλα τα DLC και οι "αναβαθμίσεις" - επιπλέον περιεχόμενο ΕΙΝΑΙ ΔΩΡΕΑΝ!!! Κανένας παίκτης δεν αποκτά κάποιας μορφής πλεονέκτημα πληρώνοντας και το μόνο που είναι διαθέσιμο σε όσους πληρώνουν και δεν είναι ελεύθερο σε free 2 find μορφή είναι τα cosmetics που πάλι ξέρεις από πριν τι ακριβώς θα πάρεις αν το θελήσεις.

ΕΠΙΠΛΕΟΝ στο παιχνίδι υπάρχει και ο trading μηχανισμός όπου μπορείς να αποκτήσεις platinum από κάποιον άλλο παίκτη (που προφανώς τα έχει αγοράσει) δίνοντας του κάτι εσύ που έχεις βρει μέσα στο παιχνίδι και αυτός δεν το έχει. Δεν είναι pay2win απλά είναι pay2fashion και pay2notgrind!!!

(αυτό που αναφέρει ήταν στην έκδοση για PC και βγήκε άμεσα hofix που το "διόρθωσε". Οι αντίστοιχες ενημερώσεις για κονσόλες έρχονται με μικρή καθυστέρηση συνήθως λόγω προγραμματισμού και ελέγχου - έγκρισης από τους platform holders και το συγκεκριμένο δεν έφτασε ποτέ στις κονσόλες).

Public investigation finds loot boxes are "psychologically akin to gambling"

A survey of over 7,000 gamers has found "important links between loot box spending and problem gambling".

Undertaken by the Australian Environment and Communications Reference Committee (ECRC), the survey was sparked in response to a academic journal article published in Nature Human Behaviour, titled 'Video game loot boxes are psychologically akin to gambling'

Zendle and Cairns' investigation found the more severe an individual's gambling addiction, the more they typically spent on loot boxes, suggesting the results support claims that loot boxes are "psychologically akin to gambling".

The report added that "these results also suggest that there is a serious risk for loot boxes to cause gambling-related harm".

Considering the survey findings, it was recommended that games containing loot boxes carry parental advisories and a description that clearly state the presence of "in-game gambling content".

Additionally, restricting the sale of games that contain loot boxes to players of the legal gambling age should be given "serious consideration".

Το Steam όμως είναι προϊόν αέρας κοπανιστός. (με τα υπέρ και κατά / μην τα ξαναπούμε, τα έχουμε χιλιοαναλύσει)

Το physical είναι μια τελείως διαφορετική ιστορία (με τα υπέρ και κατά επίσης / εχμ.....χωρίς "κατά" κατ' εμέ / επίσης μην τα ξαναπούμε, το έχουμε χιλιοαναλύσει).

Μακάρι να ακολουθήσουν κι άλλες χώρες, αλλά περισσότερο μακάρι να απαγορευτούν ΟΛΕΣ οι μορφές παράπλευρης αφαίμαξης χρημάτων. Τόσο αυτές που υπάρχουν, όσο κι αυτές που θα σκαρφιστούν μελλοντικά οι publishers.

Με ένα συγκεντρωτικό νομοθετημένο πλαίσιο, κλείνεις και τις τωρινές πόρτες στους publishers, κλείνεις και τα μελλοντικά παραθυράκια που θα προσπαθήσουν να εκμεταλλευτούν.
Αν όμως το όλο θέμα καταλήξει σε φιάσκο (για τα μάτια του κόσμου δηλαδή) και συνδυασμό με την "γιδοποίηση" των καταναλωτών, τότε θα έχουμε lootboxes και συναφή εις τον αιώνα τον άπαντα. (bye bye gaming from me)

Μακριά το πήγες Λευτέρη. Συμφωνώ αλλά:δεν πήγαινε εκεί το σχόλιο μου αλλά στο απλό γεγονός ότι αν θες να κάνεις refund σε κονσόλα (digital πάντα έτσι?) στο κάνουν (αν) να φαίνεται ότι είσαι ο εκλεκτός του θεού ενώ στο steam π.χ. (ή όπου αλλού) είναι automated διαδικασία.

Για όλα τα υπόλοιπα που είπα, εμμένω σταθερά στην άποψή μου, διότι η κατάσταση πάει από το κακό στο χειρότερο (πχ. με το ΝΒΑ2Κ έχω ξενερώσει απίστευτα και το αποτέλεσμα είναι ότι επί 2 χρόνια δεν παίζω κανένα μπασκετάκι. Μπράβο μωρή άρρωστη βιομηχανία.)

Εγώ το γύρισα σε indy Nba Battlegrounds -Legendary Eleven, BC games (π.χ. NBA JAM), retro games (iss - tv sports basketball).

Αυτά δεν είναι παιχνίδια - lootbox simulators είναι.

Πάντως όσον αφορά το θέμα η αντιμετώπιση στις κονσόλες είναι τύπου σου κάνουμε χάρη (not). Εκεί θα πρέπει να πέσουν πρόστιμα και όχι μόνο warnings. (sony-nintendo).
